Advocacy plays a critical role in shaping packaging policy, and effective engagement starts with the right foundation. This member-exclusive webinar is designed to prepare AMERIPEN members for engaging on Capitol Hill, particularly those participating in Hill Day at the 2026 Annual Summit.

Led by Shannon Campagna, President of Portfolio Strategies LLC, the session will provide a practical introduction to the federal policy landscape, how to communicate effectively with lawmakers, and what to expect when advocating on Capitol Hill, along with an overview of the tools used during Hill Day.

With more than 30 years of federal policy and advocacy experience, Shannon has led government affairs functions for major organizations including Safeway and Mars and is known for helping organizations navigate complex policy environments and engage with policymakers effectively.

This session serves as both a key preparatory step for Hill Day participants and an accessible starting point for members looking to build confidence in advocacy.

Danielle F. Waterfield serves as Policy Director and General Counsel for AMERIPEN, where she leads the association’s state and federal policy strategies to advance sustainable packaging solutions. With more than two decades of experience in legislative and regulatory affairs, Danielle has built a distinguished career guiding organizations through complex policy landscapes, particularly in the areas of packaging, recycling, and materials recovery. Her legal expertise and strategic policy leadership allow her to craft solutions that balance environmental goals with industry innovation and operational realities.


Shannon Campagna

Shannon brings 30+ years of federal policy and advocacy experience and has built and led federal affairs functions for major organizations like Safeway and Mars. She’s known for helping organizations anticipate regulatory change, navigate complex policy environments, and effectively engage with policymakers.
