Industry voices needed to build support for consistent national packaging claims

WASHINGTON, D.C., August 28, 2026 — AMERIPEN, the leading policy and advocacy organization representing the entire packaging value chain, today called on stakeholders across the packaging industry to engage their members of Congress in support of H.R. 6832 - the Packaging and Claims Knowledge (PACK) Act as the House prepares to consider the legislation in subcommittee markup on Tuesday, September 1, 2026.

The markup represents an important next step following the July 22 hearing before the House Energy and Commerce Subcommittee on Commerce, Manufacturing, and Trade.

Individual states are increasingly imposing conflicting requirements on recyclable, compostable, and reusable claims for the same nationally distributed products. These differences can require companies to redesign packaging, repeat regulatory and legal reviews, modify production processes, and manage multiple packaging versions and inventories. The PACK Act would address these challenges by establishing a federal framework for voluntary recyclable, compostable, and reusable claims on consumer packaging, supported by accredited independent third-party certification and enforced by the Federal Trade Commission as protections against unfair or deceptive claims.

“We’re encouraged that the PACK Act has reached the markup stage,” said Lynn Dyer, President of AMERIPEN. “Reaching committee markup is meaningful progress, but broader bipartisan support is critical to advancing the bill. Now is the time for the packaging industry to make its voice heard and help build the support needed to move the PACK Act forward.”
